This study aims to determine and evaluate the Indonesian government's policy regarding the prohibition of lobster seed exports as stated in the Regulation of the Minister of Maritime Affairs and Fisheries Number 56/PERMEN-KP/2016 concerning the Prohibition of Catching and/or Exporting Lobsters (Panulirus spp.), Crabs (Scylla spp.), and Swimming Crabs (Portunus spp.) from the Territory of the Republic of Indonesia. This study uses a normative legal research method that examines legal study materials based on regulations, books, journals, and other legal reference materials as supporting materials. Dynamic changes related to regulations regarding lobster seed export policies according to KKP regulations require legal certainty in protecting economic activities, especially those originating from regions such as West Nusa Tenggara, which is one of the national lobster seed producing centers. One of the lobster seed producers in the territory of the Republic of Indonesia is from West Nusa Tenggara. The prohibition on lobster seed exports in accordance with the Regulation of the Minister of Maritime Affairs and Fisheries still has violations committed by exporters. Therefore, there needs to be strict action against exporters who export lobster seeds, especially from the West Nusa Tenggara region. Despite these regulations, violations of these provisions still frequently occur. Therefore, stricter law enforcement measures are needed against those who continue to illegally export lobster seeds from the West Nusa Tenggara (NTB) region.
